Changes to Victoria’s 190 and 491 Skilled Nomination Programs

The Victorian government has announced that they will be opening the 2021-2022 state nominations on 7 July 2021. With this announcement also comes sweeping changes to the eligibility requirements for 190 & 491 nominations.

The Department of Home Affairs has provided Victoria with 3,500 subclass 190 places and 500 subclass 491 places. When compared to the allocated places for the 2020-2021 program, the number of 190 places has increased (from 2,500 places) while the number of 491 places has decreased (from 1,043 places).

To be eligible for the 190 or 491, you must be working in the Victorian target sectors which are as follows:

  • Health
  • Medical research
  • Life sciences
  • Digital
    • Cyber Security skills only (subclass 190)
    • All digital skills (subclass 491)
  • Agri-food
  • Advanced manufacturing
  • New energy, emissions reduction and circular economy

In terms of work, you can work in any occupation on the Department’s Skilled Occupation List, provided your employment is supporting one of the above target sectors. The Victorian government is currently selecting occupations with ANZSCO skill levels 1 and 2 and STEMM skills or qualifications.

Casual employment and employment in a role that is closely related to your nominated occupation is also accepted.

For subclass 190, as of 31 May 2021, 2,187 of 7,157 Registration of Interests (ROI) have been selected to apply for Victorian visa nomination. While for subclass 491, 377 of 1,403 ROIs have been selected to apply for Victorian visa nomination.

If you submitted a ROI for the 2020-21 program and were not selected, you must submit a new ROI in 2021-22.
