Your 2025 Guide to NSW First Home Buyer Benefits

Why First Home Buyer Support Matters

For many Australians, the dream of home ownership feels just out of reach, especially in NSW, where Sydney’s property prices remain among the highest in the country.

Recognising this challenge, both the NSW Government and the Federal Government have introduced a range of grants, concessions, and guarantee schemes to help first-time buyers bridge the gap between saving and owning.

In 2025, several programs are still in place, offering financial relief, lower deposit requirements, and stamp duty savings. Understanding how these schemes work (and how to combine them) can make a significant difference when purchasing your first property.

1. First Home Owner Grant (New Homes)

The First Home Owner Grant (FHOG) remains one of the most valuable entry points for buyers purchasing or building a new home.

What it offers: A $10,000 one-off payment to first home buyers purchasing:

  • A brand-new home, including off-the-plan purchases.
  • A newly built home that has never been occupied or sold.
  • A home built by an owner-builder, upon completion.

Eligibility criteria:

  • The total property value must not exceed $600,000 (or for a house and land package with comprehensive building contract, no more than $750,000).
  • You must occupy the home as your principal place of residence for at least 12 continuous months within the first 12 months after completion.
  • You (and your spouse/partner) must not have previously owned or co-owned a property in Australia and are Australian citizens or permanent residents.

Tip: You can apply for this grant directly through Revenue NSW, or your lender can assist with the application during your loan process.

2. First Home Buyer Assistance Scheme (FHBAS)

Stamp duty (or transfer duty) can be one of the biggest barriers to entry for first home buyers, often adding tens of thousands of dollars to upfront costs.

The First Home Buyer Assistance Scheme provides full or partial exemptions from this duty. It applies to new and existing homes or vacant land in NSW.

Current thresholds (as of 2025):

  • Full exemption: Properties valued up to $800,000.
  • Concessional rate: Properties valued between $800,000 and $1 million.

For vacant land, used to build your first home:

  • Full exemption: Up to $350,000.
  • Concessional rate: Up to $450,000.

Example: If you’re purchasing a $850,000 home, your stamp duty would usually be around $33,000, but with FHBAS, you could save most or all of this amount, depending on your circumstances.

Eligibility criteria:

  • The total property value is no more than $1 million.
  • You must occupy the home as your principal place of residence for at least 12 continuous months within the first 12 months after completion.
  • You (and your spouse/partner) must not have previously owned or co-owned a property in Australia and are Australian citizens or permanent residents.
  • The transfer must be for the whole of the land.

3. Home Guarantee Schemes (Federal Support)

Beyond NSW’s state-level programs, federal initiatives through Housing Australia (formerly NHFIC) can further reduce the barriers to buying your first home.

a) First Home Guarantee (FHBG)

Buy with as little as 5% deposit, with the government acting as a guarantor for the remaining 15% so you don’t need Lenders Mortgage Insurance (LMI).

Eligibility:

  • Must be a first home buyer.
  • Property price caps vary by region — in NSW, up to $1,500,000 in Sydney and major regional centres, and $800,000 in other areas.

b) Family Home Guarantee

Specifically designed for single parents or legal guardians with at least one dependent.

  • Buy a home with just 2% deposit, without paying LMI.
  • Available for both first-time buyers and previous homeowners who no longer own property.

4. How to Combine These Benefits

One of the most powerful strategies for NSW buyers is combining multiple incentives.

For example:

  • Use the First Home Buyer Assistance Scheme to reduce or eliminate stamp duty.
  • Claim the $10,000 First Home Owner Grant if buying new.
  • Pair it with a 5% deposit Home Guarantee to avoid LMI and lower your upfront savings goal.

Together, these can help you:

✅ Save $10,000+ from the grant

✅ Avoid $20,000–$40,000 in stamp duty

✅ Avoid $10,000–$30,000 in LMI costs.

5. The Fine Print: What to Know Before You Apply

While these schemes are generous, they come with strict conditions. Before committing, make sure you:

  • Check ownership history — you must be a genuine first home buyer.
  • Confirm property price thresholds (they can vary by date and region).
  • Understand residency obligations — failing to live in the home can void benefits.
  • Review income caps and loan eligibility for federal schemes.

It’s wise to consult with:

  • A qualified mortgage broker, to assess lender options and guarantee eligibility.
  • A licensed conveyancer or solicitor, to manage contracts and duty exemptions.
  • A tax or financial advisor, to plan for your ongoing property costs.

6. Why Act Now?

As property prices and interest rates fluctuate, the NSW government periodically reviews these thresholds. Acting sooner ensures you lock in current benefits before potential changes.

Furthermore, with recent stabilisation in housing demand and a gradual easing of inflation, 2025 may offer more favourable conditions for first-time buyers, particularly in regional NSW and outer Sydney suburbs.

Final Thoughts

Owning your first home in NSW may feel challenging, but with the right mix of state and federal incentives, it’s more achievable than many realise. You just need to know what you’re eligible for and take advantage of these schemes while they are available.

These programs aren’t just about saving money; they’re about giving first-time buyers a real pathway into long-term property ownership, creating financial stability and personal independence.
